The State Election Commission was constituted in 1994 and the State Election Commissioner is the head of Commission appointed by the Administrator under the Section 9A of the Puducherry Village and Commune Panchayat Act 1973 read with Section 15A of the Puducherry Municipalities Act, 1973.

Thiru Uddipta Ray  I.A.S (Retd.), the present State Election Commissioner is the fifth in succession since the inception of the State Election Commission. The name and tenure of the State Election Commissioners are given below.

The term of Office of the State Election Commissioner is three years or 65 years of age, whichever is earlier and the same was amended in August 2004 that the term of Office of the State Election Commissioner will be 3 years or 68 years of age whichever is earlier.

As there is no second line officer to the State Election Commissioner, one of the Superintendent is declared as Officer on Special Duty (Civic Elections) and he is assisting the State Election Commissioner in all aspects in relation to election matters. He is also declared as Head Office and Drawing and Disbursement Officer. For the smooth conduct of the election, this Commission has appointed two district Collector of Puducherry and Karaikal as District Election Officer and the two Regional Administrator of Mahe and Yanam as Regional Election Officer and five Secretaries.

Electoral Registration Officers

This Commission prepared the electoral rolls for Civic body elections on the basis of Assembly rolls. For this purpose this Commission had appointed 15 EROs. The Commissioners of the five municipalities and ten Commune Panchayats were designated as EROs for preparation of the wardwise electoral rolls for the use in Civic Elections. The current Assembly el;ectoral roll had been taken and then with the help of the staff of the EROs,  the Commission bifurcated the data of the Assembly electoral roll into wardwise electoral.
